Paul was British Ambassador to Japan, High Commissioner to Australia and Singapore, and Managing Director at UK Trade and Investment. 

He is now an adviser to several Japanese multinational corporations, and to consultancies in London and Australia. He is a trustee of the UK/Japan 21st Century Group, the principal bilateral forum linking politicians, business and academia. He is a Visiting Professor of International Relations at Keio University, Tokyo, and an advisor to the Japan Studies Centre at the University of East Anglia. He is also a trustee of the Northcote Trust which supports PhD scholarships.  He has written books, plays and poetry.

Paul studied at the Universities of Cambridge, Durham and SOAS, and is a Fellow of the Royal Geographical Society

As a UoL Board member, he serves on the Audit and Risk Assurance Committee and the Honorary Degrees and Fellowships Committee.
